ROTHWELL PARISH COUNCIL

Minutes of Parish Council Meeting held at Rothwell Village Hall on Tuesday 7th November 2023 at 7.30 p.m.

 

Present: Cllrs C. Dale, S Davey, E Ellinor, V Bankes-Price, W Emms

1. Apologies for absence: J Raftery, Cllr Tom Smith, M Colebrook,

 

2. Declarations of Interest -none

 

3. To approve minutes of the meeting held 5th September 2023 – approved and duly signed.

 

4. a) Chairman & Council’s comments. None.

 

    b) Reports and follow ups from District Councillor: none

 

5 . Clerk's report on matters outstanding:

The VAS camera has been added to the asset register; it was also added to the insurance policy schedule and there was no additional premium.

A discussion was had on the problems of moving the device to different locations because of the weight of the battery. The Clerk was asked to research the duration of life of a charged battery and the price of replacement battery.

 

6. Finance:   

Accounts for payment: Clerk’s  invoice £301.45; HMRC £63.60

Unity bank charges for June and September were £36.00

Balance in account: £10,550.93

Setting the precept

The precept was set at £4256 (no increase from last year) and the estimate was signed by the chairman.

New pay scales for clerk

It was agreed to accept the new pay scales. It was noted that this increase is backdated to April 2023 and this will be reflected in the clerk’s next invoice.

 

7. Planning applications – 147213 – single storey extension to rear of 12a Beckside, plus canopy to front entrance.  No objections.

 

8. Correspondence: email from a resident re play equipment and suggesting a trim trail. While the resident did not want to see any further benches, councillors felt a picnic bench/table might be an asset.

9. Children’s Park – clerk to price up children’s trim trail.

 

10. Clearing out/maintaining the beck – the clerk reported that the Highways Volunteer Scheme were taking this on and had consulted with the Environmental Department as how best to deal with it. They will clear by hand all the vegetation on the banks and strim the verge.

 

11. Schedule for moving the VAS sign – it was agreed that a rota was needed. Add to next agenda. 

 

12. Polling places review – the Village Hall was deemed a suitable venue. Clerk to feedback to WLDC.

 

13. Other Business – Footpaths are full of leaves again. 

Clerk was asked to contact Tom Smith to escalate to Highways.

Parking is again a problem on the corner at Church Street. Clerk was asked to write to the new tenants.

Cllr Smith had visited to look at flooding in the village and would contact Highways to ask them to deal with it as a matter of urgency.

The clerk was asked to give funds for a wreath for Remembrance Day.
