ROTHWELL PARISH COUNCIL

Minutes of Parish Council Meeting held at Rothwell Village Hall on Tuesday 5th September 2023 at 7.30 p.m.

 

Present: Cllrs C. Dale, J Raftery, S Davey, E Ellinor, V Bankes-Price

 

Also Present: D. Beer (Clerk), Cllr Tom Smith 

 

  

1. Apologies for absence: M Colebrook, W Emms

 

2. Declarations of Interest 

 

3. To approve minutes of the meeting held 4th July 2023 – approved and duly signed.

 

4. Chairman & Council’s comments. None.

 

5. Clerk's report on matters outstanding:

A list of websites for suppliers of play equipment had been circulated. Companies were reluctant to give prices without knowing what was required so the Council was asked for ideas.  A discussion ensued regarding the type of play equipment required (pre-empting agenda item 9). Residents had suggested a see saw, roundabout and trim trail. The clerk was asked to get costings. Cllr Smith agreed to look at funding options. 

 

6. Finance:   

The clerk reported that part payment of the grant for the speed sign had been received so the sign had been ordered and paid for and will be delivered this week. The balance will be paid by WLDC upon installation of the sign. It was suggested Cllrs Colebrook and Emms could look into locations for fixing the 3 sets of brackets.

Accounts for payment: Clerk’s  invoice £284.71; HMRC £63.60.

Balance in account: £10917

 

7. Planning applications - none

 

8. Correspondence – Email from LCC Highways Volunteer Scheme offering their services again.

 

9. Children’s Park – see item 5

 

10. Clearing out/maintaining the beck – the clerk has applied for help from the Volunteer Scheme (see item 8). Cllr Smith agreed to pursue the application. It was noted that householders that have frontage onto the beck have riparian responsibility for clearing the beck. Mechanical diggers are not an option as it is a chalk stream. There is also a problem further up, with the drains becoming clogged with run-off from the hill and this then causes clogging in the beck.

 

Solutions and actions: 

a) Set up a meeting with Highways, Cllr Smith and Cllr Emms, to discuss problems with drainage. (Cllr Smith agreed to set this up)

b) Once feedback and possible solutions to the drainage situation are obtained from Highways, invite householders to a meeting with the PC and Cllr Smith (also Invite Marcus and Justin Cleve of ABEKO builders) to discuss the way forward. It was also suggested that the Chalk Streams Project be invited to advise best practice.

c) It was noted that some householders are willing to contribute to a fund to employ contractors to clear it.
