ROTHWELL PARISH COUNCIL

Minutes of Parish Council Meeting held at Rothwell Village Hall on Tuesday 4th July 2023 at 7.54 p.m.

 

Present: C. Dale, M Colebrook, J Raftery, W Emms

Absent: S Davey, E Ellinor, 

Also Present: D. Beer (Clerk), Cllr Tom Smith 

 

  

1. Apologies for absence – Cllr Ellinor, Cllr Davey

 

2. Declarations of Interest – Cllr Dale and Cllr Colebrook re item 8

 

3. Co-option of a Councillor. Victoria Bankes Price was proposed and seconded and duly co-opted and welcomed to the Council.

 

4. To approve minutes of the meeting held 23rd May 2023 – approved and duly signed

 

5. Chairman & Council’s comments. None.

 

5a) District Councillor’ report – feedback on the ownership of the land in Wold View. ACIS own the two areas of land discussed previously but Cllr Ellinor has discovered that ACIS have not registered it with the Land Registry. Cllr Smith suggested the PC writes to ACIS and discuss their obligations. He will draft a letter.

 

 

6. Clerk's report on matters outstanding:

The asset register has been updated. (Copies Circulated). Cllr Emms informed the Council that the play fort is maintained and insured by Nickersons so it has been removed from the register. The lawnmower and strimmer no longer exist and have been removed. The insurance schedule now reflects this and has been updated with no additional premium.

 

 

7. Finance:  Accounts for payment. 

WLDC for election expenses £103.17

It was resolved to pay the above invoice.

 

8. Planning applications – no 146713 for 1 dwelling in land off School Lane.

This application affects 2 councillors who have already raised objections privately. The PC as a body has not raised objections. 

 

9. Correspondence - A resident had asked if the Council takes note of the Local Plan when considering planning applications. Rothwell has 7 new properties when the number recommended by the Local Plan is 5. Councillors will be aware of this if any further applications are made.

 

 

10 Asset register/Insurance policy update  - dealt with under item 6.

 

11. Children’s Park – the existing equipment is a little dated and some is rotten. The Clerk was asked to put together a few quotes and see what funding was available. 

 

12. Parking issues – dealt with under item 5a).

 

13 Village gate – this is now repaired.

 

14. Other Business – 

a) footpaths: it was reported that a parishioner had commented on the roadside footpath on Partridge Drive becoming uneven. Cllr Smith agreed to take it up with Highways. Manholes were reported to be blocked on Thoresway Road and Wold View. Cllr Smith agreed to report this.

b) Cars parked on the corner of School Lane have now relocated to the other side of the road. There are now complaints from residents of Wold View that this causes a problem for them.
