ROTHWELL PARISH COUNCIL

Minutes of Parish Council Meeting held at Rothwell Village Hall on Wednesday 11th January 2023 at 7.30 p.m.

Present: Cllrs S. Davey, C. Dale, J Raftery, M Colebrook

E. Ellinor, R Thomas

Also Present: D. Beer (Clerk), Cllr Tom Smith and one member of the public

1.  Apologies for absence – Cllr Emms, Cllr Regis.

In an open forum a member of the public reported inconsiderate parking on the corner of Wold View and in Wold View itself. The ownership of the land on which 2 vehicles were parked was unknown and Cllr Ellinor agreed to investigate. Once this was ascertained the clerk would write to the resident concerned. The clerk agreed to write to the Community Police Officer Dawn Cowling to see if she would meet Councillors there one evening to assess the situation.

2.  Declarations of Interest  - none

3.  To approve minutes of the meeting held 29th November 2022 – approved and duly signed

4.  Chairman & Council’s comments: None.

5.  WLDC and LCC Councillors update:

  • Cllr Smith reported that he had a site visit at the A46 junction with Graeme Butler and Sir Edward Leigh so they were made aware of the dangerous situation. It was agreed that the junction was confusing and ideally a roundabout was needed - but that is unlikely to happen.
  • Councillors reported a large pothole on Riby Drag Road.
  • Drainage issues are still on Highways list to investigate

6.  Clerk's report: the request to research refurbished signs revealed that none were available so the clerk was asked to get 3 estimates so Council could discuss proceeding with the purchase at the next meeting. It was reported that the request for leaf clearing had been successful.

7.  Finance:

  • Accounts for payment: LALC subscription £75.43. Refund to Chris Dale for wreath £20.00. The invoice for grass cutting from Joseph Nickerson Farms for £1324.80 had been paid on line.
  • The precept was resolved to be set at £4255.70, a figure which would not impact on Council Tax.

8.  Planning applications – None

9.  Correspondence:

  • LALC E-news
  • LCC Town & Parish News
  • LCC Council Tax survey,
  • Email from Joe Philips re confirming flooding to be investigated

10. Gate painting: The clerk had applied for help under the Highways volunteer scheme. If the application was not successful Council agreed to discuss forming a working party to get this done.

11. Other business: Cllr Raftery asked if we could apply for the free flower bulbs that were on offer. Clerk to investigate.

Date of next meeting was agreed as Tuesday 14 March.

The meeting closed at 8.40 p.m.
