ROTHWELL PARISH COUNCIL
Draft minutes of Meeting of Parish Council held at the village hall on Tuesday 18th November 2025 at 7.30 p.m.
Present: Cllrs S Davey, C Dale, W Emms, V Bankes-Price, J Raftery, M Colebrook.
1. Apologies for absence. Cllr E Ellinor.
2. Declarations of Interest . None.
3. To approve minutes of the meeting held 18th September 2025. The minutes were approved and duly signed.
4. Chairman & Council’s comments/updates.
- Poppy wreath was put up on 11th November. The council agreed to pay the invoice for this when it is received.
- The churchyard clean-up will take place next week.
5. Clerk's report on matters outstanding:
- Salt bag (offered by WLDC) had been ordered and will be delivered soon.
6. Reports from District/County Councillor. None.
7. Finance:
- Set precept for 2026/27. The clerk presented the budget for 25/26 and recommended that unless there was significant expenditure planned the precept be kept the same as last year. It was agreed to request the precept of £4337. Claiming this figure would have no impact on Council Tax for residents.
- Approve transfer of £1000 from savings to current account (20/10/25). This was agreed.
- Accounts for payment. None
By direct debit: Service charge to Unity bank £6.00
- CIL spending suggestions (balance £809.82). Gravel for the churchyard path will be purchased, and the balance will carry over.
8. Planning applications - none
9. Correspondence – none.
10. Review Standing orders. Cllr Raftery has made amendments and forwarded to Cllr Ellinor. We are awaiting feedback before presenting to the full Council.
11. Review Financial Regulations (as above)
12 Review all other policies – move forward to AGM.
13. Any other business. None.
