ROTHWELL PARISH COUNCIL
Minutes of the Meeting of Parish Council held at the village hall on Tuesday 24th July 2025 at 7.30 p.m.

1. Apologies for absence: Victoria Bankes-Price, W Emms, Cllr Tom Smith
2. Declarations of Interest - none
3. To approve minutes of the meeting held 13th May 2025: the minutes were approved and duly signed by the chair.
4. Chairman & Council’s comments/updates. None.
5. Clerk's report on matters outstanding: Following a recent discussion re problems of parking on Wold View, the clerk had written to ACIS asking for their input on the situation but had not response. It was suggested that this was not a Parish Council matter, and residents should be encouraged to write to ACIS and LCC Highways. Letters should be delivered to each resident. Copy to Sir Edward Leigh and Karen Cassar Head of Highways, and the new County Councillor James Bean. CllrJ.Bean@lincolnshire.gov.uk. Action: Clerk to draft a letter to residents and send to Councillors for approval before delivering.
6. Reports from District/County Councillor – none.
7. Finance:
a). Accounts for payment.
By direct debit: Unity Service charge June 6.00
Clerk’s wages and expenses £348.94
HMRC £74.60. Both payments were approved.
b). Credit Interest on Savings account: £12.10
c). Current account has £7277.38. Clerk has moved £5000 into savings account. This was agreed unanimously.
d). CIL spending suggestions: Tidy the church yard – re-gravel the path, clean war memorial. Action:Contact Bill Emms re Nickersons involvement with this. Get quotes from landscapers. Balance to be given to the village hall for access ramp.
8. Planning applications:

Proposal: Notification under Electricity Act 1989: Overhead Lines (Exemption) (England and Wales) Regulations 2009 - FP/YC30194 - Replace existing open wire conductors with Aerial Bunched Conductor

9. Correspondence: Letter re nuisance dog barking received. The correspondent was referred to WLDC.
10. Review Standing orders – Cllrs Raftery and Ellinor to review and report back to Council
11. Review Financial Regulations – defer to the next agenda.
12. Review all other policies – Cllr Raftery to review. Suggested the need for a ROPA.
Action: Clerk to research gov.uk email accounts and email council re cost.
13. Parking on Wold View – dealt with above.
14. Any other business
- Christmas tree. It was agreed to donate £300 to Blacksmiths Arms as last year.
- The clerk requested an invoice from the village hall committee for hire of the hall.
