ROTHWELL PARISH COUNCIL

Minutes of Meeting of Parish Council

held at the village hall on Thursday 18th September 2025 at 7.30 p.m.

 

Present: Cllrs Stewart Davey (chair) J Raftery, M Colebrook, C Dale

Also present: David Beer (Clerk) Cllr James Bean, Cllr Tom Smith.

 

1. Apologies for absence: Cllr Victoria Bankes-Price, W Emms. Absent: Cllr Ellinor.

2. Declarations of Interest – none.

3. To approve minutes of the meeting held 24th July 2025. The minutes were agreed and duly signed.

4. Chairman & Council’s comments/updates: none.

5. Clerk's report on matters outstanding: 

  • Clerk had written and distributed a letter to residents of Wold View, saying that the PC had no power to impose parking restrictions and they should take the matter up with Acis, Highways and if necessary, their MP. 
  • Prices for obtaining gov.uk email addresses were circulated to Councillors Cloudnext offered free set up and hosting for a year so a gov.uk domain name was registered, and councillors were provided with individual email addresses. 
  • Bill Emms had been asked to contact Nickersons re the proposed works at the church yard. He said there should be no problem with the works as proposed.
  • Quotes had been obtained for the works at the church yard. These were distributed to Councillors. All were in favour of going ahead with the tree work at a cost of £840. Mark Colebrook to clear it with church authorities. The quote for regravelling the path (£7580) was rejected. Action: Clerk to set up communication between the contractor and church wardens and confirm with the contractor that the works can go ahead once approved by the church.  
  • A payment to Blacksmiths Arms for Christmas Tree had been set up. Stewart to confirm with the landlord. 

6. Reports from District/County Councillors

Cllr Bean: 

  • Road sweepers have been put in place to clear up the gravel that has been washed down on Wold View and Beckside. 
  • He agreed to chase the Wold View parking issue with Acis. Action: clerk to forward correspondence with Acis.
  • He mentioned The Lincolnshire Resilience Forum, which we should follow up.
  • Local Government Reorganisation – there will be public meetings to explain what is happening and why.

Cllr Smith:

  • Local Government Reorganisation – if/when the district council is to be disbanded, they want to ensure that they leave a good legacy, in terms of a share of the funds for Parish Councils.

7. Finance:  

  • Agree to implement the Local Government pay increase of 3.2% and agree to pay back pay from 5thApril 2025. Agreed unanimously. 
  • Accounts for payment. 

By direct debit

Unity Fees: July £6.00, August £6.00

£90 to village hall – as agreed at the last meeting.

£300 to Blacksmiths Arms for Christmas Tree

Clerk’s fees: £373.57 

HMRC: £81.80

  • CIL spending update: The proposed church yard works would be £840 out of the total of £1649.82. 

8. Planning applications: none.

9. Correspondence: Email from LCC offering salt bags. Council agreed to order one. Action:  Clerk to order. Stewart to confirm delivery to the Blacksmiths Arms or village hall ‘car park’ area.

10. Update and review Standing orders. Julia and Emma to confer and then circulate the updated version. Defer to next meeting to review and adopt.

11. Review Financial Regulations – as above.

12 Review all other policies and send out for approval. 

13. Dedicated Parish Council email addresses: update. These have now been set up and are in use by most councillors. 

14.  Any other business: none.
