Minutes of the Meeting of Parish Council on TUESDAY 16th JULY 2024

BUSINESS TO BE TRANSACTED
1. Apologies for absence: Victoria Bankes-Price, J Raftery. Cllr Tom Smith arrived at the end of the meeting.
2. Declarations of Interest – none
3. To approve minutes of the meeting held 7th May 2024. Unanimously approved and duly signed
4. Chairman & Council’s comments/updates – none.
5. Clerk's report on matters outstanding
Trim Trail: Lincolnshire Wolds Countryside Service has awarded a grant of 60% of the total cost of £7395 net of VAT - so the grant awarded is £4437.00, 50% of which will be paid immediately and the rest upon completion.
The order has been confirmed with Playdays and the deposit of 50% (£4437.00) paid. The VAT on the purchase can be reclaimed immediately it has been paid.
The terms and conditions of the grant state that the project must be completed by February 2025. The balance to find is £2958.
6. Reports from District/County Councillor: after complaints about visibility at the crossroads at the top of Whitegates Hill and Mansgate Hill, the matter was discussed and the Parish Council formally requested that the signs at these junctions be moved to improve visibility for cars turning onto the main road at these junctions.
7. Finance:
- The clerk reported that a savings account had been set up and £6000 transferred into it from the current account.

Paid: Deposit of £4437.00 to Playdays for Trim Trail
8. Planning applications – none
9. Correspondence:
- Letter from village hall committee thanking the Parish Council for the generous donation towards refurbishment of the hall.
- A letter from Sir Edward Leigh from Anglian Water had already been circulated to Councillors.
10. Update on Play Park improvements. Discuss funding. Balance to pay is £2958.
Suggestions were: 50% from PC and 50% from trust but confirm with the trustees, or PC to pay the full amount now or seek match funding or CIF.
The PC could pay up to £1763 under Section 137.
11. Any other business
Broadband – as landlines will be discontinued sometime next year, the issue of connectivity in the village was discussed. Clerk was asked to find out what is the minimum number of subscribers needed in order to get Quickline to install a mast. Cllr Smith was asked to find out if the voucher scheme for high-speed fibre is still available.
The next meeting was scheduled for Tuesday 17th September at 7.30 p.m.
