ROTHWELL PARISH COUNCIL

Minutes of Parish Council Meeting held at Rothwell Village Hall on Tuesday 5th March 2024 at 7.30 p.m.

 

Present: S Davey, E Ellinor, W Emms, J Raftery, M Colebrook

 

Also Present: D. Beer (Clerk) Cllr T Smith

 

1.   Apologies for absence: Cllr Dale (due to an operation); V Bankes-Price (ill). 

 

2.   Declarations of Interest – none

 

3.   To approve minutes of the meeting held 9th January 2024. Minutes were APPROVED and duly signed as a true record.

 

4.   Chairman & Council’s comments/updates. None.

 

5.   Reports from County/District Councillor. 

      Councillor Smith mentioned 3 issues:

  • He had emailed the area manger re the condition of the road at Croxby Top by Lings farm after discussing the matter on a site visit. 
  • Elsewhere there have been 10 Fix My Street reports for huge potholes and he has raised it with the head of highways. He was told the works were not in the top 350 of priority sites.
  • He was also aware that the sewage issue on Hillrise is still ongoing. Sir Edward Leigh has sent a further letter to Anglian Water.

 

6.   Clerk's report on matters outstanding.

  • The gas leak was reported to Cadent and attended to immediately.
  • A new VAS speed sign was ordered, and it has been installed at Thoresway Hill leading to Beckside.

 

 

7.   Finance:  

  • Accounts for payment: LALC subscription: £86.20
  • To execute CIL return. The return was signed by the chair.

 

8.   Planning applications: None

 

9.   Correspondence: Email from C Dale, stating that residents were concerned for their pets when the hunt comes through the village and felt that they should be given advanced warnings. Councillors stated that the hunt does notify local landowners and it is the same weekend every year.

 

10.  Children’s park.

    It was resolved to go ahead with the purchase of the Trim Trail as long as funding was available. The clerk was asked to apply for funding. The total cost would be £7395.00 ex VAT. One scenario would be 50-60% funding from Lincolnshire Wolds Grant Scheme, with any shortfall coming from The Joseph Nickerson Charitable Foundation, and the PC’s own funds under section 137.

 

11.  Projects for 24/25: No major projects were anticipated but it was RESOLVED to donate £1000 to the village hall for ongoing renovations. 

 

12.  Annual Training Scheme. It was decided not to join for this year.

 

13.  Emergency Plan. Cllr Davey agreed to update the existing plan based on the template from LCC.

 

14.  Other business – for additional security, it was agreed to adopt dedicated pc email addresses.

 

    The meeting closed at 20.40

 

    The next meeting of the Parish Council was scheduled for Tuesday 7 May 2024 to take place immediately after the Annual Parish Meeting.
