Annual Parish Meeting May 2021

 

MINUTES OF ROTHWELL ANNUAL PARISH MEETING held on WEDNESDAY 19th MAY 2021 at 7.30pm.  

Present: S. Davey, I. Kireia, C. Dale, R Thomas, E. Ellinor, W. Emms, N. Deakin, D. Beer (Clerk to the Council)

 

 

1. To receive the chairman’s report on Parish Council activities during the past year.

The chairman reflected on a “quiet and strange year” due to the Covid pandemic; since March 2020 the Parish Council has only able to meet via Zoom. 

In January the Council appointed David Beer as clerk, after the previous clerk Helen Pitman retired, after being Parish Clerk for many years. David has redesigned the Parish Council Website.

Unfortunately, one Councillor has had to step down, but fortunately we were not long in filling the vacancy. Will Plaskett was thanked for his service and Emma Ellinor was welcomed to the council.

The pandemic has restricted activities in the village, but we were able to secure funding from the Lincolnshire Sustainable Development Fund and the Councillor Initiative Fund to fully pay for the reinstatement of the public footpath on Beckside. Thanks must also go to Edward Nickerson for allowing this to happen and to Cllr Emms for his hard work in organising this.

The Chairman thanked all of the Councillors for all their hard work and support in one of the most difficult years faced by the Council.

 

 

2. To receive a report on current Parish Finances from the Responsible Finance Officer.

The RFO reported that as well as the grants that paid for the footpath in full, we also received funding of £131.70 (also obtained from the Councillor Initiative Fund) for help with purchase of speed restriction signs for the village, as speeding is an ongoing problem in the village.

 

The overall expenditure this year was slightly more than income, due to the cost of repairs to the bus shelter. (£930) Expenditure was £6920.23 gross; when VAT was reclaimed the net expenditure was £6170.94 and income was £5662.77, so there was an overspend of £508.17. The balance in the accounts at the year end was £6313.60

 

 

 

3. Open meeting. There being no members of the public present, there was nothing more to discuss and the meeting closed at 7.40.
