Draft Minutes of Meeting of Parish Council held on 16th September 2026
Present: S Davey, W Emms, M Colebrook, J Raftery, Clerk,
1. Apologies for absence: V Bankes-Price, E Ellinor, Cllrs Bean and Smith
2. Declarations of Interest – Bill Emms item 10
3. To approve minutes of the meeting held 12th May 2026. It was resolved to approve the minutes and they were duly signed.
4. Resignation of C Dale/Co-option of Councillor. The Clerk was asked to write a letter of appreciation on behalf of the Council for Cllr Dale’s service. A notice of vacancy is to be posted on the noticeboard and website.
5. New signatory for bank accounts. Cllr Raftery agreed to be a signatory.
6. Chairman & Council’s comments/updates. The chairman reported that grants are available for community projects.
7. Clerk's report on matters outstanding – none.

9. Finance: Accounts for payment

10. Planning applications
· Application Number: WL/2026/00340 Valid Date: 13/04/2026
Proposal: Planning application for 1no. dwelling with integral garage and creation of vehicular access.
Location: LAND ADJACENT THE ORCHARD, SCHOOL LANE, ROTHWELL
The Council was aware of the feelings of individuals but felt there were no legitimate grounds to object as a Council.
· Application Number: WL/2026/00779 Valid Date: 25/08/2026 Proposal: Electricity Act 1989: Overhead Lines (Exemption)(England and Wales) Regulations 2009. Replace the existing open wire conductors in favour of an Aerial Bunched Conductor. Location: LAND AT ROTHWELL ROAD CUXWOLD LN7 6BP

The work for the above 2 applications is under way
11. Correspondence:
- A resident had enquired whether it would be possible to install a picnic bench in the park at Blacksmith Arms. Councillors felt there could be a safety issue with people leaving glasses from the adjacent pub. There are already plenty of benches.
- Offer of salt bags from LCC
- The Village Hall committee had asked if the PC would pay for a service of the defibrillator which is overdue. The Council agreed in principal, However, the Clerk suggested purchase of a new one using the CIL and agreed to find out the cost.
Other suggestions from residents brought to the meeting by Cllr Colebrook:
- A stake was needed for the millennium tree. Cllr Emms would attend to this.
- Owl boxes – this has already been discussed and vetoed.
- Permissive footpath is overgrown. This is on private land and is now a villagers’ responsibility. This should be maintained by volunteers and an initiative to maintain this could be organised.
12. Sign for playground – A “Children playing” warning sign was requested by a resident. Clerk to contact LCC highways to see if this was possible.
13. Gravel on road –Thoresway Rd opposite Rothwell House. Clerk to report to highways.
14. Any other business. The Chairman proposed a donation for a Christmas tree as in previous years.
