ROTHWELL PARISH COUNCIL

Draft Notes of Meeting of Parish Council held on 12th May 2026 – reference 12/05/26

Present: Cllrs S Davey, W Emms, J Raftery, V Bankes-Price, E Ellinor, C Dale, M Colebrook, Cllr Tom Smith, Cllr J Bean

 

1.Apologies for absence – none

2.To elect a chair – Stewart Davey was unanimously elected

3.To elect a Vice Chair – Julia Raftery was unanimously elected

4. Declarations of Interest - none

5. To approve minutes of the meeting held 4th February 2026. It was resolved to approve the minutes and they were duly signed.

6. Chairman & Council’s comments/updates: Cllr Bankes-Price asked about the compacted gravel/mud on Beckside. Cllr Bean agreed that this needed more than a street sweeper and would look into it.

7. Clerk's report on matters outstanding:

a) Drainage issues: Sir Edward Leigh had written directly to the Chief Executive Mark Thurston of Anglian Water Services Limited to request a timeline for the problems to be resolved.

Response from Anglian Water: Lining works have been completed to help stop infiltration into the sewers. However, due to the high water table over the last few months, the system is overloaded with more infiltration. We have located a source of infiltration, and this has been put forward for funding in 2026-27 (of our Asset Management Plan period).

 

b) Volunteers nomination form has been sent with a request to clear the beck, tidy up the path and steps adjacent to the play park and clean the road signs. Cllr Colebrook is the contact for this.

 

8. Reports from District/County Councillor. Re: Parking on Wold View. Cllr Bean has had a meeting with members of ACIS and looked at plans. There is a move towards resolving the parking issues. There is no action yet on LGR. Cllr Bean has also been elected to City Council as well County Council. Cllr Smith had also written to Anglian Water re the drainage issues.

 

9. Finance:  

a) Accounts for Payment

A further transfer of £500 from savings a/c into current a/c was approved to top up the account to pay the bills.

c). Annual return for the year ended 31 March 2026

  • Execute Annual Governance Statement – signed by the chair
  • To approve statement of account and sign AGAR forms. It was resolved to accept the audited accounts and forms were duly signed by the chair and RFO
  • The Certificate of Exemption was signed by the Chair and the RFO
  • Execute review of internal audit – the council unanimously approved the employment of our current auditor for the coming year.

 

10. Planning applications: WL/2026/00208 Valid Date: 03/03/2026

 Proposal: Outline planning application to erect 1no. dwelling with all matters   reserved.

 Location: LAND AT CHURCH HOUSE, SCHOOL LANE, ROTHWELL, LN7 6BB

 

There was no objection from the Council overall, but an individual had issues about the potential impact on the village.

 

  

11. Correspondence: email exchanges between Bill Emms and Anglian water re the infiltration of rainwater into the sewage system causing flooding, which had been forwarded to Councillors.

 

12. Review updates to Standing orders. These had been updated by Cllr Raftery, circulated to all Councillors and it was resolved to approve the updates and publish.

 

13. Review updates to Financial Regulations. These had been updated by Cllr Raftery, circulated to all Councillors and it was resolved to approve the updates and publish.

It was resolved to minute a vote of thanks to Cllr Raftery for the time she had spent on this.

 

14. Gravel for churchyard paths. Cllr Colebrook has purchased gravel at a cost of £64.80 (this amount to be taken from the balance of the CIL payment. The Highways Volunteers will distribute it on the pathways in the churchyard. 

15. Any other business: There had been a request for a sign pointing to the playground.
