Draft minutes of Meeting of Parish Council held at the village hall on Wednesday 4th February 2026 at 7.30 p.m.

BUSINESS TO BE TRANSACTED
1. Apologies for absence: C Dale, M Colebrook.
2. Declarations of Interest - none
3. To approve minutes of the meeting held 18th November 2025 – minutes were approved and duly signed.
4. Chairman & Council’s comments/updates.
Work on the electric cables is ongoing. Position of poles has been changed at the request of some residents.
5. Clerk's report on matters outstanding:
Churchyard has been tidied up using some of the CIL fund. We are still waiting on a price for gravel.
Our sincere thanks to the Parish Council and to Alex from Atlas Tree Services for enabling a great tidy up of the perimeter of the Church Yard at Rothwell. It has made such a difference and the opportunity to remove a lot of fallen brash and debris would have been beyond us as volunteers. (Claire Colebrook on behalf of Friends of Rothwell Church)
6. Reports from District/County Councillor: Cllr T Smith made some general points on the wider area:
- Scampton is now on the open market, WLDC are still wanting to go ahead to purchase and develop it.
- Housing: A new call for sites has been issued. Not sure how the Local Government Review will affect this.
- It is likely that the Highways budget will be cut.
7. Finance:
Precept claim of £4337 was submitted to WLDC – an increase of £81 on last year’s figure without affecting council tax

8. Planning applications: Application Number: WL/2025/01149
Valid Date: 20/11/2025: Location: LAND ADJACENT TO NORTH END FARM BUILDINGS, BECKSIDE
ROTHWELL, LN7 6BD
Proposal: Planning application to erect 3no. dwellings being variation of condition 7 of planning permission 145515 granted 31 October 2022 - changes to windows and doors.
No comments.
9. Correspondence.
· Email from Claire Colebrook re the churchyard
· Email from Bill Emms re the hunt.
10. Sewers on Beckside: Anglian Water are aware of the problem.
11. Review Standing orders
12. Review Financial Regulations – these needed a few small alterations and will be submitted to the Council for approval at the next meeting – to be signed off at the AGM.
13. Adopting gov.uk emails addresses. All future correspondence will be to these addresses to comply with new regulations.
14. Any other business. The village hall has a few pressing needs for repairs (e.g. toilets, door). The committee was advised to look for funding.
