ROTHWELL PARISH COUNCIL

Minutes of Parish Council Meeting held at Rothwell Village Hall on Tuesday 5th July 2022 at 7.30 p.m.

 

Present: Cllrs S. Davey, C. Dale, R Thomas, J Raftery, M Colebrook

Also: E. Ellinor, W. Emms (arrived late)

Also Present: D. Beer (Clerk), Cllr Tom Smith, 

 

1. Apologies for absence 

 

2. Declarations of Interest  - none

 

3. To approve minutes of the meeting held 24th May 2022 – approved and duly signed

 

4. Chairman & Council’s comments: 

Cllr Davey reported that a pump had failed at Caistor Top which had affected water supplies in the village. An official complaint had been made to Anglian Water.

 

5. WLDC and LCC Councillors update:

Cllr Smith reported that he and Cllr Dale had walked the village, noting road and drainage conditions. He had reported the condition of School Lane to Highways as a matter of priority.

Trees are overhanging the dyke and the landowners are to be contacted.

Re the drainage issue: he has again written to Sir Edward Leigh. It seems that one manhole has been dealt with, but Cllr Emms noted that some drains on Beckside and Wold View/Hillrise junction are silted up. Cllr Smith will request that these are jet washed but wonders if the problem may be structural.

 

6. Clerk's report on matters outstanding: 

Re inconsiderate parking; although it is not considered to be a police matter, PC Dawn has agreed to talk to the owner of the vehicles. Cllr Dale also mentioned that cars are being parked on pavements throughout the village to avoid agricultural machinery.

 

7. Finance:  

Accounts for payment: No payments outstanding

Banking – update on retrieving balance from NatWest. Cllr Davey to pursue.

 

8. Planning applications – none.

 

9. Correspondence. Email from LCC re consultation on minerals extraction.

 

10. Burning incident on Hillrise. The Environment agency had written to report it to the Council but will not take further action. Council to monitor and report and further incidents. 

11. Any other business:

(a) Lisa Plaskitt (Jubilee Committee) has asked the Council for permission to plant two trees to commemorate the Jubilee and asked for advice on where these could go. After some discussion, two locations were offered: (i) on the grass verge near the village sign (ii) on Beckside on the site of the old cherry tree/beside the old barn. Clerk to feed back to Lisa.

(b) It was reported that one of the ACIS tenants in properties that adjoin the park has left the garden to become overgrown and vermin have been spotted. Clerk to write to ACIS.

 

Date of next meeting was agreed as Wednesday 7th September.
